RICHMOND, Va.—Kevin Harvick sped away on fresh tires to win Sunday night’s Toyota Owners 400 in a green-white-checkered-flag finish at Richmond International Raceway.

Harvick beat Clint Bowyer to the finish line by .343 seconds to win his first NASCAR Sprint Cup Series race of the season, his second at Richmond and the 20th of his career.

RICHMOND, Va. — Jason Ratcliff, crew chief of Matt Kenseth’s No. 20 Toyota, said the underweight connecting rod that earned a NASCAR penalty of historic severity provided no performance advantage.

Matt Kenseth thinks his Joe Gibbs Racing team—and in particular, team owner Joe Gibbs—was penalized excessively for violations Kenseth characterized as a mistake.

“I think the penalties are grossly unfair—I think it’s borderline shameful,” Kenseth said during a press conference Thursday at Richmond International Raceway.

After Kenseth won last Sunday’s STP 400 NASCAR Sprint Cup Series race at Kansas Speedway, NASCAR took his No. 20 Toyota back to the R&D center in Concord, N.C. That’s where the sanctioning body discovered a connecting rod that weighed less than the 525-gram required minimum for the engine part.

NASCAR reacted by issuing one of the severest penalties on record, fining crew chief Jason Ratcliff $200,000 and placing him on suspension for six Cup points races. The sanctioning body also docked Kenseth 50 championship points and Gibbs 50 owner points.

DAYTONA BEACH, Fla. (April 24, 2013) – Penalties have been handed down to the No. 20 NASCAR Sprint Cup Series team as a result of rule violations discovered in the post-race engine inspection April 23 at the NASCAR Research and Development Center.

The No. 20 car was found to have violated Sections 12-1 (actions detrimental to stock car racing); 12-4J (any determination by NASCAR officials that the race equipment used in the event does not conform to NASCAR rules); and 20-5.5.3 (E) (Only magnetic steel connecting rods with a minimum weight of 525.0 grams will be permitted; connecting rod failed to meet the minimum connecting rod weight) of the 2013 rule book.

As a result of this violation, NASCAR has assessed the following penalties:
